Pre-Qualification

Eligibility

 

To be eligible to submit a Pre-Qualification Application to HealthAdvance, the following criteria must be met:

  • The proposed work must not have existing funding from any other source, federal or otherwise.
  • The technology involved should not be encumbered by existing licenses and/or options.
  • A provisional patent application covering the technology involved must have been filed.
  • For technologies where Rutgers jointly owns the IP rights with another institution/entity, there must be an Inter-Institutional Agreement in place with Rutgers as the leading party.
  • The Applicant Innovator (or at least one of the lead Applicant Innovators) must have attended the mandatory 1-day Enrichment and Engagement Workshop offered by the Workforce development through Opportunities, Resources and Credentials (WORC) - an Rutgers Optimizes Innovation skills development platform. 

While NOT recommended, in special cases, where the Innovator(s) has clearly-demonstrable and meaningful experience with commercialization of early-stage technologies, HealthAdvance will consider waiving the 1-day workshop attendance requirement stated above.

Pre-Qualification Application Guidelines

Pre-Qualification Applications are accepted by HealthAdvance year round on a rolling basis. 

The Pre-Qualification Application form has two parts: Section 1 and Section 2.   

 

  1. Section 1 (I-VIII) is to be completed by the Applicant Innovator(s) - the lead principal investigators.  All Applicant Innovators must completely fill out Section 1 BEFORE contacting the Licensing Manager (LM) assigned to their technology.  Section 2 (IX) is to be completed by the assigned Licensing Manager AFTER the Section 1 is duly filled out by the Applicant Innovator(s). Fully completed Pre-Qualification Application will be submitted by the Licensing Manager to HealthAdvance on the Applicant Innovator(s) behalf.

 

  1. If there are multiple innovators submitting a form together, ALL lead innovators must be listed in I. 1. through I. 7.  Applicants may attach a separate page 1 – and indicator “Innovator II” and so on for each added innovator.

 

  1. Applicant should ensure that Inteum docket numbers in (II.  2.) for each underlying disclosure for the proposed project are included in this form. You may seek help from the LM assigned to you, AFTER completing all other parts of Section 1.

 

  1. Please be as specific as possible regarding Disease Space (II. 4.), Technology Category (II. 5.), and the most relevant keywords (II. 6.) that relate to your technology. This information will be used in the process of matching you with the most suitable Mentor-in-Residence (MIR) and – if selected for a full application – to select external reviewers for your proposal.

 

  1. In III. 1. – applicant is strongly encouraged to highlight the relevance of the technology to the overarching mission of the National Institutes of Health (NIH), while being as specific as possible regarding the usefulness and uniqueness of the technology.
